NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Greeley.
REQUEST FOR RELEASE OF FUNDS
On or about April 12, 2024 the City of Greeley, Weld County, Colorado will submit a request to the U.S. Department of Housing and Urban Development for the release of Economic Development Initiative-Community Project Funding Grant funds under The Fiscal Year 2024 Consolidated Appropriations Act (P.L. 117-328) (the FY2023 Act). The recipient of the grant is High Plains Housing Development Corporation; the grant will provide partial funding for a project known as StarRise Apartments at North Weld Village (permanent supportive housing). StarRise Apartments at North Weld Village will be located at 123 9th Avenue, Greeley, Weld County, Colorado on an approximately 6.5 acre lot currently utilized for light industrial. The work to be funded includes Phase I of an overall four-phase project. Phase I includes the construction of 58 permanent supportive housing units for the unhoused on the northeast project site. This project will provide safe housing options for the homeless population in the area (couples and individuals) with incomes between 0% and 30% of the area median income (AMI). The focus of this Environmental Assessment is on Phase I of the project proposed for the identified funding (construction of a 60-unit permanent supportive housing for the unhoused on the northeast project site). However, the whole project area was included and assessed under this Environmental Assessment. The City of Greeley’s investment in Phase 1 of this project is planned at $1,000,000, with $589.518.17 in Housing and Urban Development’s Community Development Block Grant (CDBG) funding and the remaining $462,299 in HOME Investment Partnership funding. Total project cost for Phase I is estimated to be $27,715,835.
FINDING OF NO SIGNIFICANT IMPACT
The City of Greeley has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Greeley-Greeley Urban Renewal Authority, 1100 10th Street, Greeley, CO and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR beginning on the date of this publication to the City of Greeley-Greeley Urban Renewal Authority, Attn: Ashley Weesner, 1100 10th Street, Suite 402, Greeley, CO 80631 or Ashley.Weesner@greeleygov.com. All comments received by April 11, 2024, at 5:00 p.m. will be considered by the City of Greeley prior to authorizing submission of a request for release of funds.
