Greeley Water and Sewer is committed to keeping rates as low as possible, but at the same time we need to recognize that there are investments we need to make so our water system continues to be reliable and secure, both for today and tomorrow. We are committed to doing all we can to keep costs as low as possible while ensuring a reliable and secure water system for our customers.

2009 Water and Sewer Rates
Effective January 1, 2009
Greeley 's water and sewer customers are billed every month. Your monthly bill has a fixed service charge and a consumption charge for every 1,000 gallons of water used or sewage treated. Consumption charges are different for different customer classes, depending on how much system capacity the customer uses. For instance, a restaurant puts more load on the wastewater treatment plant than does a single family residence and pays a higher rate. Water customers who are outside the City limits pay a higher rate for service because they did not help pay for the original system construction.

Commercial and Industrial rates depend on the type of customer; (e.g. whether the customer operates a restaurant, car wash or mortuary, etc.) These rates are based on how much and how contaminated the wastewater is for each customer group. View the chart below for more information. |

Examples:
For example, a residential customer with a ¾-inch water tap located inside the City uses 4,000 gallons of water during in January. The customer pays $6.95 fixed monthly water charge plus $2.86 for each 1,000 gallons (4 x $2.86) for a total of $18.39.
In July, that customer uses 30,000, primarily for lawn watering. The customer pays $6.95 fixed monthly water charge plus $2.86 for each 1,000 gallons (30x $2.86) for a total of $92.75 for the month.
The sewer bill is based on the average winter water consumption so the customer is charged only for water going into the sewer, not on the lawn. For sewer service that same customer pays a service charge of $11.55 plus $1.76 for each 1,000 gallons of water used during the winter. If the customer averaged 4,000 gallons use per month in the winter, their monthly sewer bill would be $11.55 plus (4 x $1.76) = $18.59 each month.
A commercial customer with a ¾-inch water tap that serves a retail building located inside the City pays a monthly service charge of $6.95 plus $2.80 for each 1,000 gallons used. For example, if a customer uses 10,000 gallons of water during the month, the customer pays $6.95 fixed charge plus $28.00 for the 10,000 gallons used (10 x $2.80). The sewer bill for that the same commercial customer would be a fixed service charge of $11.55 plus $17.60 (10 x $1.76). The total monthly water and sewer bill would be $64.10.

Charges for a New Water or Sewer Tap
Water and the capacity to deliver drinking water and collect and treat wastewater are valuable commodities in Greeley . New connections to the water and sewer system create additional demands on those systems. Growth pays its own way by supplying the raw water , paying plant investment fees , and building the water and sewer lines in a new development. “Raw water” in the form of water rights are provided by the developer so the filter plants have water to process and supply to new customers. The City uses “plant investment fees” to pay for expanded treatment plant capacity. Water and sewer lines in a new development are given to the City for operation and maintenance.
New residential development must supply three acre-feet of raw water for every acre of land in the development. For small developments, a payment of cash-in-lieu of water rights may be accepted. The cash-in-lieu rate change to reflect the price of Colorado-Big Thompson water. Commercial development must supply raw water in proportion to the size of the water tap needed. Plant Investment Fees
Effective March 1, 2009
Plant Investment Fees or PIF's are calculated by tap size, except for multi family units. PIFs for apartments, town homes, condominiums, and mobile homes are determined by the number of living units in the structure.
An individual structure that contains more than one living unit may be served by a single master tap. The Plant Investment Fee is determined by the number of living units in the structure. Refer to the table that lists the maximum number of units that can by served by a specific-sized master tap.
This fee will not apply when an existing nonresidential building is converted to residential use, if a professional architect or engineer certifies that the existing tap is sufficient to support the intended use.

Once raw water and plant investment fees are satisfied, the Water & Sewer Department drills the tap and sets the new meter at cost, which are listed below. Non-Potable Plant Investment Fee
Plant Investment Fees for non-potable service are based on the cost of the system constructed to provide non-potable service. The Plant Investment Fee will be a prorated share of the non-potable system construction, based on irrigated acreage. If the non-potable system has not yet been constructed and/or construction costs are not known, the Plant Investment Fee is $11,000 per acre of irrigated turf.
Inspection Fees for New Water & Sewer Mains
The Water & Sewer Board adopted an increase for the inspection of new Water & Sewer Mains, new non-potable water lines and new fire lines in 2006. The new rate is $2.50 per lineal foot.
